Early previews of the game were released in 2006 and August 2008, both of which were created by the same team as other previous Silent Hill installments. At the 2008 Penny Arcade Expo, a playable demonstration of the game was included as one of Konami's Silent Hill Revelations. The demo revealed that the game was being created using the Framework engine, which had been used previously for the Silent Hill 4: The Room. Visual effects for the game, however, were made by a different team than the one that worked on the other Silent Hill games.
To commemorate the anniversary of the game's release, Konami created a teaser video advertising the release of the game on October 31, 2012. The video was released on Silent Hill's official Facebook page and was the first public image of the game, since it was thought that the teaser was before its official release. The image was accompanied by a brief introduction, and a link to an image of the release date and time. The date and time were later revealed as October 31, 2012 - the long-awaited first anniversary of the last Silent Hill installment, The People Eater.
The game's soundtrack was created by Akira Yamaoka, the sound director for previous installments in the series. In addition, three new pieces of music were composed for Downpour.
